Description: In this paper, we discuss the macro-level dynamics between international research organizations and national research systems. It argues for the importance of national research systems to adapt and support implementation of international concepts in local contexts. The rise of the climate-smart agriculture (CSA) concept in the global research agenda led by international organizations and the implementation of the ABC Plan in Brazil supported by Embrapa, the Brazilian Agricultural Research Corporation, will be set as a case study to demonstrate such dynamics. Finally, it concludes with a call for investments in national agricultural research systems.
