Description:	This Technical Note consolidates the diagnosis, guidelines and recommendations for addressing the problems caused by free-ranging wild boar populations (Sus scrofa) in the territory of Mato Grosso do Sul. The document was prepared within the scope of the Thematic Technical Chamber for Tackling Wild Boar, linked to the Mato Grosso do Sul State Forum on Climate Change, with a technical-consultative, propositional and advisory purpose. The wild boar is an invasive alien species with the potential to cause damage to agricultural production, risks to animal health and public health, as well as environmental impacts on soil, water bodies, native vegetation, regeneration areas and components of native fauna. The analysis was based on the participatory development of a Theory of Change, which identified structural causes associated with the low effectiveness of control actions, including fragmented governance, the absence of a permanent interinstitutional coordination arrangement, non-standardised operational protocols, weaknesses in data collection and validation, the absence of systematic effectiveness assessment and the need for a specific protocol for the safe disposal of carcasses. The Technical Note proposes four strategic axes: Permanent Governance and Rapid Response; Operational Effectiveness and Technological Innovation; Population, Damage and Effectiveness Monitoring System; and Territorial Prioritisation and Integrated Actions. The recommendations include the assessment of a stable interinstitutional arrangement, validation of capture methods, standardisation of protocols for management, biosecurity, culling and carcass disposal, definition of minimum data collection standards, validation mechanisms, performance indicators and prioritisation of sensitive areas, such as Conservation Units, buffer zones, agricultural regions, areas with a concentration of pig farming, territories with recurrent records of damage and areas relevant to tourism, biodiversity and water resources. It is concluded that tackling free-ranging wild boar requires continuous public policy, interinstitutional governance, evidence-based protocols, results monitoring and coordination between environmental management, agricultural health protection, public health, security, research, rural extension, municipalities, the productive sector and civil society. Complete eradication of the species does not appear feasible in the short term; therefore, the priority should be to reduce damage, health risks and environmental impacts through permanent, measurable and territorially prioritised actions. presente Nota Técnica consolida diagnóstico, diretrizes e recomendações para o enfrentamento dos problemas causados por populações de javali (Sus scrofa) em vida livre no território de Mato Grosso do Sul. O documento foi elaborado no âmbito da Câmara Técnica Temática de Enfrentamento ao Javali, vinculada ao Fórum Estadual de Mudanças Climáticas de Mato Grosso do Sul, com finalidade técnico-consultiva, propositiva e orientadora. O javali é uma espécie exótica invasora com potencial de causar danos à produção agropecuária, riscos à sanidade animal e à saúde pública, além de impactos ambientais sobre o solo, corpos d’água, vegetação nativa, áreas de regeneração e componentes da fauna nativa. A análise foi baseada na construção participativa de uma Teoria da Mudança, que identificou causas estruturais associadas à baixa efetividade das ações de controle, incluindo governança desarticulada, ausência de arranjo permanente de coordenação interinstitucional, protocolos operacionais não padronizados, fragilidade na coleta e validação de dados, ausência de avaliação sistemática de efetividade e necessidade de protocolo específico para destinação segura de carcaças. A Nota Técnica propõe quatro eixos estratégicos: Governança Permanente e Resposta Rápida; Efetividade Operacional e Inovação Tecnológica; Sistema de Monitoramento de Populações, Danos e Efetividade; e Priorização Territorial e Ações Integradas. As recomendações incluem avaliação de arranjo interinstitucional estável, validação de métodos de captura, padronização de protocolos de manejo, biossegurança, abate e destinação de carcaças, definição de padrões mínimos de coleta de dados, mecanismos de validação, indicadores de desempenho e priorização de áreas sensíveis, como Unidades de Conservação, zonas de amortecimento, regiões agrícolas, áreas com concentração de suinocultura, territórios com registros recorrentes de danos e áreas relevantes para turismo, biodiversidade e recursos hídricos. Conclui-se que o enfrentamento do javali em vida livre exige política pública contínua, governança interinstitucional, protocolos baseados em evidências, monitoramento de resultados e articulação entre gestão ambiental, defesa agropecuária, saúde pública, segurança, pesquisa, extensão rural, municípios, setor produtivo e sociedade civil. A eliminação completa da espécie não se mostra factível no curto prazo; por isso, a prioridade deve ser reduzir danos, riscos sanitários e impactos ambientais por meio de ações permanentes, mensuráveis e territorialmente priorizadas.
